Realistic booking timelines
Three months minimum: Sushi Saito, Mizutani, Ryugin, Kanda. These open reservations on the first of the month, two to three months ahead. Lines are by phone (Japanese only) or via hotel concierges. Lunch is easier than dinner. Counter sushi requires either small parties (two people max often) or extreme flexibility.
One to two months: Ishikawa, Quintessence, L’Effervescence. Slightly more accommodating to international guests, online booking platforms work, English email accepted.

What dinner actually costs
Three-star Tokyo is not as expensive as Paris or New York at the top end. Typical pricing in 2026:

The concierge route
For Saito, Mizutani, Kanda and Ryugin, working with a Tokyo concierge is the realistic path. The luxury hotels with the strongest restaurant relationships are: Aman Tokyo, Park Hyatt, Mandarin Oriental, Peninsula Tokyo. Their concierges hold standing relationships at the top tables. Expect a service fee of 10 to 20 percent on top of the bill, or a hotel-stay requirement.

No photographs at most three-star counters. No perfume or strong cologne (it disrupts the food). Cancellation fees are punishing in Tokyo, typically 100 percent within 48 hours.
